  8. Latest news on the 2021 plan of action - mid-year review
    • At its meeting AYYE 12/2020, the Representative Council decided on the Student Union’s plan of action for 2021. The plan of action is a statutory document decided by the Representative Council, which guides the annual activities of the Student Union. The status of AYY’s 15 plan of action projects are presented to the Representative Council at the end of the spring term.
  9. Amendments to the Student Union Constitution
    • There have been changes in the Student Union’s operating environment in recent years, due to which it is necessary to update the student union bylaws, regulations and procedures. The previous update includes incorrect references to sections and these should be corrected in this update.
    • The Representative Council had a preliminary discussion on the topic at its meeting 2/2021 (18 Mar 2021). Based on this discussion, amendments have been prepared for the Constitution. Amendments to the Student Union Constitution must be approved at two consecutive meetings of the Representative Council.
    • The Representative Council approved the Constitution at its meeting 4/2021 on 27 May 2021 for the first time and now the Constitution is proposed for the approval for the second time.
  10. Amendments to the Election Bylaws of the Student Union
    • The Representative Council elections have followed the election bylaws approved with amendments at the Representative Council meeting 13/2016. Electronic voting has become more common since the previous update, and provisions on electronic voting should be specified. In addition, provisions on the Central Election Committee, the right to vote and the right to stand for election should be specified, so that the election bylaws provide the clearest possible guidelines for the organising of elections and are in line with the updated Student Union Constitution.

    • There have been changes in the Student Union’s operating environment in recent years, due to which it is necessary to update the student union bylaws, regulations and procedures.
    • The Representative Council had a preliminary discussion on the topic at its meeting 2/2021 (18 Mar 2021). After the preliminary discussion, no significant changes have been made to the rules of procedure.
  12. Amendments to the Rules of Procedure of the Board
    • There have been changes in the Student Union’s operating environment in recent years, due to which it is necessary to update the student union bylaws, regulations and procedures.
    • The Representative Council had a preliminary discussion on the topic at its meeting 2/2021 (18 Mar 2021). After the preliminary discussion, no significant changes have been made to the rules of procedure.
  13. Amendments to the Administrative and Economic Regulation
    • There have been changes in the Student Union’s operating environment in recent years, due to which it is necessary to update the student union bylaws, regulations and procedures.
    • The Representative Council had a preliminary discussion on the topic at its meeting 2/2021 (18 Mar 2021). After the preliminary discussion, no significant changes have been made to the administrative and economic regulation. The purpose is to make an amendment to the Administrative and Economic Regulation, which legalises the employment relationship of the Executive Director. The regulation will be updated more comprehensively at a later stage.
  14. Equal treatment of persons in mandatory military service in housing affairs
    • According to the current provisions on housing, persons in mandatory military service are in an unequal position compared to persons on maternity or paternity leave, for example, with regard to the right of residence period and the use of apartment. This shortcoming must be rectified as soon as possible so that AYY does not discriminate against persons in mandatory military service.
  15. Assignment of properties
    • According to AYY’s property policy, AYY can divest itself of a residential property or apartment, that it owns in part or wholly, that does not correspond to the criteria presented for AYY’s housing stock in the housing policy paper. With regard to non-profit properties other than residential properties, divestment is possible when they are no longer needed for the execution of AYY’s non-profit objectives. When a residential site no longer fulfils the criteria set in the housing policy paper, AYY must decide whether to continue ownership of the site, to sell the site or whether it will be changed into a profit-seeking one.
    • Divestment of a property is always a financially significant decision in accordance with section 38 of AYY’s Constitution. Preparation for the divestment of a property can be started with the decision of the Board in a situation where the residential property does not meet the criteria set for residential properties in the housing policy paper. In other cases, the decision to begin preparation is made by the Council.
    • AYY sells residential properties and other non-profit properties when owning them is no longer necessary from the point of view of the non-profit objectives of AYY. For that reason, AYY always seeks to obtain maximum profit from the sites that it sells. Student housing sites are sold in a way that is the most financially profitable for AYY, taking the possible restrictions of ARA into account.
    • AYY’s seven (7) properties will be assessed by external advisors for a possible tendering of real estate agents. Of these properties, six (6) are either exempt from ARA’s restrictions on assignment or are about to be exempt from the restrictions during the summer of 2021. The properties have restrictions on use based on land leases or land use plans and the properties for sale are located on rental plots. Most of the properties have, at least occasionally, low demand among members with the right of residence, and significant renovation investments will be needed in the future. Five (5) of the sites are located outside the 40-minute travel time specified in the policy paper. In some properties, extensive technical repairs are necessary. In others, repairs are only needed if AYY wants to increase the rent to the market level and offer the properties on free market.
